News report showing FEMA manual which gives instruction to first responders for dealing with possible UFO attack. In their "Fire Officer's Guide to Disaster Control", found in fire houses across the USA, there are many different scenarios, however chapter 13th is entitled"Enemy Attack and UFO Potential" and it says that fire fighters may experience the "unexpected arrival of UFO's in your communities". It also discusses how they may have "engine trouble upon approaching the scene", how their vehicle's "headlights could go out", "radio contact could be lost", etc. The author of the book William H. Kramer said that "whether they exist or not is not the issue... it's the perceived existence which creates the potential for panic, injury and even death"; that is of course because if they were to stage an alien invasion, as many believe they are planning to do, people would fall in the trap and panic, reason why they are making preparations.
